916scanner monitors the Sacramento Regional Radio Communications System (SRRCS), the trunked radio system shared by most public safety agencies in the Sacramento region. Some agencies in and around Sacramento operate on their own independent radio systems and are not carried on our feeds.
We only broadcast dispatch and general operations channels. EMS and law enforcement tactical channels are excluded to protect patient privacy and operational security.
Public safety radio systems use a technology called trunking, which organizes communications into talk groups. Each talk group represents a specific channel of communication, for example, a police dispatch channel or a fire department operations channel.
Rather than each agency having a dedicated radio frequency, trunked systems share a pool of frequencies and dynamically assign them as needed. When someone transmits on a talk group, the system finds an available frequency and routes the audio.
Each scanner feed on 916scanner monitors one or more talk groups simultaneously. Some feeds focus on a single agency or dispatch channel, while others combine multiple talk groups to provide broader coverage, for example, All Sacramento and Regional Law Enforcement or All Fire / Rescue.
When a feed monitors multiple talk groups, the scanner can only play back one transmission at a time. If two or more talk groups are active simultaneously, the additional calls are queued and played back in sequence. This is called call stacking.
During busy periods, such as a major incident, shift change, or high call volume, this stacking can result in noticeable delays between what is happening in real time and what you hear on the feed. The busier the radio system and the more talk groups in a feed, the longer the potential delay.
